Yes — single radiator swaps are common. Depending on the system, either the whole system is drained down or the radiator is frozen off in isolation, the new one is fitted, and the system is refilled. Corrosion inhibitor is topped up and the system rebalanced so every room still heats evenly.

A radiator that's cold at the bottom is usually a sign of sludge rather than a failed radiator. If it's just one radiator, replacing or flushing that single rad may be enough. If several radiators are cold at the bottom, the problem is almost certainly system-wide and a power flush is likely to be better value than swapping radiators one by one. I'll tell you honestly which applies to your system.

The honest answer: a good smart thermostat gives you better control and convenience — schedules, remote control from your phone, and heating that adapts to how you use the house. Savings depend on your habits. If you already run tight heating schedules the gain is smaller; if the heating tends to run when nobody's home, a smart thermostat usually pays its way. Radiators are largely independent of boiler brand — any quality radiator will work with any boiler. What matters far more is sizing the radiator correctly for the room. A correctly sized radiator heats the room comfortably at lower water temperatures, which lets a modern boiler run efficiently in condensing mode.
